An A/C of 1200W burns in 24h around 8 liter fuel and 24 fans with each 60W would have the same consumption. On many places there are A/Cs of 1600W or 2100W and they would burn around 11 or 14 liter in 24 hours. So please take care that all the load which is not necessary is avoided and switched off.
Use more fans instead of A/Cs. There exist very nice silent versions and even for the table and USB fans.
Maybe even mixed offices...people who need an A/C and who don't need

Hi Mike, this is absolutely essential. Use programmable timers where possible to switch off power supplies after work (monitors, printers, air conditioning, etc.). Implement temperature management guidelines in offices (signage, awareness raising). For example, an "Energy Project Manager" sends weekly emails to his teams for a given period of time, with energy saving achievements and useful tips and tricks to help everyone to continuously improve.
